It depends on why your license is blocked. If it's because you have an open case or a fine, you can't do that. If it's currently DUI / DWI, you can't do that. If the reason is that you are driving without insurance ... maybe.
You can, but if you have an open upload due to a suspended license, you will not be able to sign in until you upload. With a locked license, you can't get a job that requires a valid license, such as an MP or TR driver.
