The inner electrons are only the center of the Ar, i.e. 1s2 2s2 2p6 3s2 3p6. So we really only need to take care of the valence electrons:
Cr is in column 6 of table ic, but since it is a 2+ ion, 2 is missing, so there are a total of 4 valence electrons. We have 4s subs and 3d subs to insert electrons, but the general rule is that if a transition metal ion is missing 2 or more from its neutral state, you need to remove two electrons before 4s subs.
