Both are clearly polar. Oxygen is more electrical, which can form more polar bonds, but CH2Cl2 contains two atoms of chlorine, which also form a large dopole moment. Why don't we see the predicted Doppler moment?

Enol is much more electrically constant than DCM. DCM has a high dopole moment, but it is mostly symmetrical.
