In my experience, a small flashing icon means you're asking for cooling, but there's a built-in delay. So give it a few minutes.

The blink of an eye indicates a locked state. If access is enabled, it will be permanently enabled. Maybe it's a state that the eyelids will blink as soon as it cools down. Consult your quotations manually.
