The individual compounds in H2Se are polar, but this is not a complete picture. What makes a molecule polar or non-polar is the geometry of the molecule. If the molecule is symmetrical, it will probably be non-polar even if the individual bonds are polar. Its compression simply cancels itself out into a coherent molecule.

H2O and H2S are not symmetrical, they are curved. Each molecule is disproportionate and polar.

The H2Se is also curved. I don't know how you came up with the idea that H2Se is non-polar. HSe bonds are not very polar, so one might think that individual bonds do not contribute to the overall dupole moment for H2Se, even if the molecule is tilted. Not true.

The H2Se has a predicted dupole moment of 1.1 D. There is a 1.8 D dupole moment in water.
