Neon is a neutral atom.
Why?
Atoms are electrically neutral when they have the same number of protons and electrons.
A neon has 10 protons and 10 electrons.
It depends.
Each atom with exactly 10 protons in its nucleus is a neon atom.

10p, 0n and 1e ..... these are neon atoms.
10p, 10n and 10 ... are neon atoms.

IF #e = #p, neutral
IF #e <#p, is a cation.
IF #e> #p, this is an anion.

Neon is a light gas so it does not react too chemically. It usually occurs in nature as the only neutral atom with 10p and 10e.
Since it is an inert gas, I must say that it is neutral.
