This is because t is closer to the nucleus (with less total energy) than 3d s to 4 s.

With manganese, 4s 2 electrons are valence electrons and disappear first.

A good rule of thumb is that s and ps of high energy levels form valence atoms and disappear first (singing with p, if any). Note that 2 electrons from a complete s bond form an octet with a complete p from 6 electrons which you are most familiar with today.

So in the end 4s electrons, on average, come out of the nucleus more than 3d electrons> so 4s electrons have less negative electrical energy (more overall)> so they are easier to emit and convert to 3d ۔
