With isolated pairs on nitrogen and negatively charged on single bonded oxygen. Nitrogen binding of isolated pairs in addition to two sigma means that nitrogen hybridization is sp2.
NO2 is a triangular shifter in electronic form, but in linear molecular form. NO2 is linear with one free electron. Turns it 134 degrees. Sigma is related to binding electrons. Making 2 sigma and 1 pie is the same condition and a double bind. 2 Sigma = SP hybridization. Isolated electrons are also treated as pi.

N also has an isolated pair. With two bonds and an isolated pair, the molecule is tilted (at 120 degrees) and the hybridization is sp2.
