What is the orange mark and e in the field near the road? 3

Walking south on Highway 5 from Livermore, CA to Bakersfield, we saw small marks everywhere. We saw this orange mark north of Kolanga. The slope was vertical, two to three feet wide, perhaps one foot high, inclined at an angle of 45 degrees. Sometimes there are two at the same station, but mostly only one. Usually there is more than one sign in an area. Looks like they're following an underground pipeline, maybe gas. Does anyone know what these symptoms mean?
