This type of password / phrase system was used in Europe during World War II to send instructions to officers. The chair is in motion, the wall may mean a set of rails must be in place, or the supply is going to a group of operators.

John's long mustache is a direct reference to Operation Lord's, the Invasion of Normandy (DDay, WW2) component code. Signals, like many other signals, are transmitted via ordinary radio transmissions and each passphrase / phrase is dedicated to an individual audience in a specific group or an occupied territory. This particular code phrase was a signal to the French resistance (Maquis) that an attack would take place the next day. For them, it meant planning the scene and preparing more for landing on the French coast.

The general setting is the same as in the film The Longest Day, in which members of the French resistance tune in to the radio and listen to a series of phrases that usually don't make sense to them until they die. Do not listen to with a long mustache. Repeat yourself. Twice before the attack, the plan was implemented. The Germans also felt that the attack was planned, but to the frustration of the Allies, the Germans were still unsure of the landing site.
