Moderation is the process of reviewing comments or forum posts to make sure they don't break any rules set by the site. A website or comment section that is not moderated is left to their own devices, anyone can post anything without verification by anyone.
This is generally a risky proposition on any website because people are saying weird things (and spambots) online.
